Consulting Opportunities: Public-Private Partnership for Clean Energy
Help advance clean energy access and efficiency in Douglas County, Kansas.
Metropolitan Energy Center (MEC), in partnership with Douglas County (DGCO), is seeking qualified contractors to support the development of a Public-Private Partnership (PPP) plan that will guide clean energy and energy efficiency investments in affordable housing and community-serving facilities.
We are releasing two Requests for Bids (RFBs) for:
Clean Energy Consultant
Financial Consultant
Selected contractors will help build a coalition that advises and informs the PPP plan, focusing on:
Single-family and multifamily affordable housing
Community centers, nonprofits and places of worship that serve local residents
Douglas County-owned facilities
Microgrid research will also be included, given the unique challenges and opportunities for microgrids in Kansas.
This project is funded through an ICLEI USA Subgrant under the National Clean Investment Fund (NCIF). The initiative supports national goals to:
Reduce greenhouse gas and air pollutant emissions
Deliver clean energy benefits to low-income and disadvantaged communities (LIDACs)
Mobilize private financing to expand clean energy project deployment
Through this effort, MEC and Douglas County will develop a Public-Private Partnership plan and project pipeline that strengthens local clean energy markets, supports equitable access to energy-efficient housing, and creates potential job opportunities in the region.
We invite bids from contractors or consulting firms with experience in:
Energy efficiency planning and program development
Financial modeling and public-private partnership structures
Affordable or multifamily housing management, development, or retrofits
Prior work with nonprofit organizations and public-sector partners is strongly preferred.

Late or incomplete bids will not be considered.
All bidders must:
Agree to the terms and deliverables outlined in the RFB scope of work
Complete all work by Feb. 28, 2026
Keep bid amounts within the specified price ceiling
This work supports MEC’s ongoing mission to expand equitable access to clean energy and reduce emissions through community-based initiatives.
